Professor Jeffrey B. Miller is Professor of Economics at the University of Delaware.  He has held visiting positions at the University of Pennsylvania, Northwestern University and the Visiting Acquisitions, Supply and Logistics Professorship Chair at the U.S. Naval Academy.  He is presently on the board of the National Council for Eurasian and Eastern European Research and previously served on the editorial board of the Journal of Comparative Economics, 1996-99.  He has worked extensively in Bulgaria where he directed the economics section of the University of Delaware’s USAID funded project to provide economics and management instruction (1991 –96).    He has also taught courses in Russia and Kazakhstan.   His publications include articles in the American Economic Review, Quarterly Journal of Economics, European Economic Review,  Economica, Journal of Comparative Economics, and Economics of Transition.

István P. Székely works in the European I Department of the International Monetary Fund and is an associate professor of economics at the Budapest University of Economics. He has his Ph.D. from the University of Cambridge and is an author of several books and articles on transition economies.
